How To Purchase Skype Credits In Taiwan

Foreigners who are in Taiwan might have trouble topping-up or adding-up credits on Skype to make local or international outbound calls if you don't have monthly subscriptions in place yet. Before you can top-up, you will be required to go through a process of user account verification as required by National Communications Commission of Taiwan (NCC), the regulator of Telecommunication services.
If you are not a citizen of Taiwan, Linktel Inc. (or PCHome & Skype - is the official local partner of Skype in Taiwan) will send an email to ask you to provide scanned copies (I used mobile phone camera to capture IDs) of the following:
1. Passport Bio Page
2. National Health Insurance (front and back)
3. ARC (Alien Resident Certificate) ID (front and back)
After uploading and attaching required documents to the link provided (or as email attachments), there is a system-generated mail that says it may take 3 days to do the verification. However, when you send the correct required documents (they may require you to save them in Word document if they cannot see image on email attachments), it takes less than half day for them to verify (if you sent them during their business hours), once you have completed user account verification at PChome & Skype, you may already purchase and redeem Skype credits in Skype website or in your Skype app.
